Governor Gavin Newsom Directs $290 Million for Tribal and Rural Clean Energy Microgrids

BLUE LAKE, Calif. — Governor Gavin Newsom signed Senate Bill 1374 into law on Monday, allocating $290 million from the California Climate Commitment to engineer and construct fifty islandable community microgrids pairing utility-scale solar arrays, long-duration battery storage, and advanced geothermal systems across sovereign Native American tribal nations and rural communities vulnerable to wildfire-driven Public Safety Power Shutoffs (PSPS).

The legislation, signed at the Blue Lake Rancheria tribal reservation in Humboldt County, empowers local communities to generate and store clean electricity that can automatically disconnect from the main electrical grid during wildfire red-flag warnings and operate indefinitely in self-sufficient "islanded" mode.

Ensuring Uninterrupted Power for Rural Clinics and Emergency Shelters Remote rural and tribal communities in the Sierra Nevada and Northern California mountains frequently endure multi-day power outages during severe windstorms when utilities de-energize long transmission lines traversing high-risk forest canyons.

"Access to reliable, clean electricity is a matter of life and safety for our rural families and sovereign tribal nations," Governor Newsom said at the Blue Lake Rancheria microgrid control center. "When extreme wildfire weather hits and transmission lines are shut down, our communities cannot be left in the dark without power for medical equipment, water pumps, and emergency communications. SB 1374 invests $290 million to build 50 clean, independent microgrids that keep local lights on, power life-saving clinics, and lead our transition to 100 percent renewable energy."

Microgrid Infrastructure Packages The $290 million package funds:

• 50 Islandable Community Microgrids: Installing 120 megawatts of rooftop and canopy solar paired with 300 megawatt-hours of lithium-iron-phosphate (LFP) and flow battery storage.
• Tribal Clean Energy Sovereignty Grants: $110 million dedicated for direct tribal ownership and management of utility-scale clean generation assets.
• Critical Community Facility Interconnections: Wiring fire stations, rural health clinics, emergency shelters, and community water wells into dedicated microgrid circuits.

Tribal chairpersons, rural county supervisors, and electrical engineering unions commended the legislation, pointing out that community microgrids eliminate reliance on polluting diesel emergency backup generators.
