WASHINGTON — Energy Secretary Jennifer Granholm and the Department of Energy's Grid Deployment Office announced on Monday the allocation of $420 million from the Bipartisan Infrastructure Law's Grid Resilience and Innovation Partnerships (GRIP) Program to construct a shared subsea high-voltage direct current (HVDC) transmission backbone connecting multiple offshore wind generation facilities off the Mid-Atlantic coast directly into the PJM Interconnection regional power grid.
The project addresses one of the most significant engineering challenges facing the American offshore wind sector: the inefficiency and environmental disruption of requiring every individual offshore wind developer to lay separate radial transmission cables across sensitive coastal wetlands and beachheads.

"Offshore wind is a foundational pillar of America's clean energy future, but getting that clean power from ocean turbines into American living rooms requires 21st-century transmission infrastructure," Secretary Granholm said in a statement. "By building a coordinated subsea HVDC grid backbone, we are cutting down on environmental disruption, dramatically reducing connection costs for consumers, and ensuring our regional electric grid remains resilient against extreme weather."
Economic and Environmental Balancing Grid engineers at PJM Interconnection and clean energy analysts commended the coordinated transmission approach, noting that shared HVDC cables prevent localized power surges and reduce overall transmission loss over long distances by more than 30% compared to traditional alternating current lines.
Coastal tourism associations and maritime shipping authorities voiced support for reducing the number of shore landings from ten separate cable trenches to two centralized substations, while commercial fishing coalitions urged the Department of Energy to maintain permanent acoustic and magnetic monitoring stations along the buried routes.
