Governor Gavin Newsom and the California IBank approve $236 million in tax-exempt green bond financing to support civic infrastructure, scientific research, and urban park upgrades.
LOS ANGELES, Calif. — Governor Gavin Newsom announced that the California Infrastructure and Economic Development Bank (IBank) has closed on $236 million in conduit revenue bond financing to fund major public scientific research facilities and climate-resilient urban infrastructure upgrades.
The financing was executed through IBank's 501(c)(3) Lease Revenue Bond Program, providing tax-exempt capital access to finance public-benefit educational and urban park projects across Southern California:
"Investing in our cultural and scientific institutions drives civic pride, creates local union jobs, and expands educational access for millions of public school students," Governor Newsom stated. "Through IBank, California leverages responsible public financing to build resilient community spaces that serve future generations."
The project generates an estimated 1,400 direct and indirect construction trades jobs across the Los Angeles metropolitan basin. In addition to preserving historical paleontological sites, the capital plan installs new underground subterranean water filtration basins designed to capture up to 3.2 million gallons of annual urban stormwater runoff, mitigating local street flooding in surrounding residential neighborhoods.
Phased site preparation and structural ground stabilization will commence in late autumn 2026. The initial phase of public research facilities and upgraded community walking corridors is slated to open for public access in the summer of 2028.
