Manitoba Justice Department Launches Specialized Anti-Retail Theft Prosecution and Safety Unit

WINNIPEG, MB — Manitoba Justice Minister and Attorney General Matt Wiebe announced the formal launch of the Specialized Retail Crime Prosecution and Diversion Task Force, targeting organized retail theft rings operating across Winnipeg and Brandon commercial districts.

Targeting Organized Fencing Networks and Ensuring Worker Safety

The initiative pairs six dedicated Crown prosecutors with specialized Winnipeg Police Service detectives to investigate and prosecute repeat commercial theft rings and illicit online fencing operations. The program allocates $4.5 million in provincial funding to train and deploy 30 Community Safety Officers (CSOs) in high-theft shopping corridors along Portage Avenue, Regent Avenue, and downtown Winnipeg to de-escalate commercial disturbances and provide outreach to vulnerable individuals.

Minister Wiebe stated that retail frontline workers deserve a safe working environment, affirming that targeted enforcement against organized theft rings will be paired with mental health diversion.

Retail Council of Canada and Labor Union Stance

The Retail Council of Canada (RCC) strongly commended the specialized prosecution team, citing severe financial losses and employee safety hazards from commercial theft.

United Food and Commercial Workers (UFCW) union leaders praised the deployment of trained safety officers to protect grocery clerks and retail staff.

Task Force Launch Date

The specialized prosecution task force begins active docket handling on September 1, 2026.
