ANNAPOLIS, MD — Maryland Governor Wes Moore signed Executive Order 2026-11 at the Port of Baltimore, creating the Governor’s Subcabinet on Offshore Wind Supply Chains to coordinate inter-agency permitting and infrastructure financing for the Tradepoint Atlantic logistics hub at Sparrows Point.
The executive order prioritizes $150 million in Maryland Department of Transportation dredging and heavy-wharf upgrades to accommodate ultra-heavy offshore wind turbine staging and monopile fabrication. Governor Moore stated that revitalizing the former Bethlehem Steel industrial site fulfills Maryland’s statutory goal of generating 8.5 gigawatts of offshore wind energy while bringing 5,000 family-sustaining union jobs back to Baltimore County.
Governor Moore affirmed that Maryland will leave no community behind in the clean energy transition, revitalizing legacy manufacturing sites with 21st-century green industries.
