Governor Maura Healey Signs $1 Billion Climatetech and Clean Energy Economic Competitiveness Act

BOSTON, MA — Governor Maura Healey signed into law the Climatetech and Clean Energy Economic Competitiveness Act, a $1 billion 10-year capital authorization positioning Massachusetts as the global capital for climatetech innovation, offshore wind manufacturing, and clean energy commercialization.

Unlocking Venture Capital and Clean Tech Manufacturing

The legislation establishes $300 million in state tax incentives modeled on the state’s successful Life Sciences Initiative, alongside $400 million in direct capital grants for commercial offshore wind staging ports in New Bedford and Salem. The act also creates the Massachusetts Clean Energy Proving Grounds to accelerate early-stage commercialization for grid-scale battery storage and magnetic fusion startups emerging from MIT and Harvard laboratories.

Governor Healey stated that Massachusetts will lead the world in solving the climate crisis while creating tens of thousands of high-wage union and engineering jobs.

NECEC (Northeast Clean Energy Council) praised the predictable 10-year investment horizon for attracting global climatetech venture funding.

Building trades unions secured mandatory project labor agreements for all state-funded clean energy port infrastructure.

Tax Incentive Application Schedule

The Massachusetts Clean Energy Center (MassCEC) will open the first round of climatetech tax credit applications on November 1, 2026.
