Newfoundland and Labrador Premier Tony Wakeham shuffles key executive portfolios at Government House, installing Joedy Wall in Health and Andrea Barbour in Environment.

ST. JOHN'S, NL — Premier Tony Wakeham restructured the provincial executive council Thursday morning during a swearing-in ceremony at Government House, reassigning senior ministers to oversee major infrastructure and public service delivery following the historic Churchill Falls energy agreement.
Under the new executive alignment, former housing minister Joedy Wall takes charge of the critical Health and Community Services and Mental Health portfolios, tasked with reducing rural emergency department closures. Andrea Barbour moves to lead Environment, Conservation and Climate Change, where she will direct regulatory approvals for Gull Island transmission corridors.
Deputy Premier Barry Petten broadens his oversight to include Municipal and Community Affairs alongside Transportation and Infrastructure, while Lloyd Parrott adds Government Services, Labor, and Red Tape Reduction to his Energy and Mines mandate.
Premier Wakeham emphasized that the cabinet shuffle positions the administration to execute complex energy contracts while delivering the newly established Churchill River Electricity Rebate, which provides a 15 percent discount on residential power bills.
Opposition leaders in the House of Assembly questioned whether consolidating municipal and energy portfolios among senior ministers would strain administrative oversight during upcoming legislative debates.
The reorganized cabinet will convene its first formal working session on August 25 to finalize draft legislation before the House of Assembly reconvenes on September 14, 2026.
