SANTA ANA, CA — The Orange County Board of Supervisors voted 5–0 on Tuesday to award an $18.5 million capital and operational contract to build a specialized, 24-bed youth mental health crisis stabilization center in the City of Orange.
The new facility, operated in partnership with Children's Hospital of Orange County (CHOC) and the Orange County Health Care Agency, provides immediate 24/7 medical stabilization, psychiatric assessments, and family counseling for adolescents experiencing acute behavioral health crises.
The facility is specifically designed to divert youth from chaotic hospital emergency departments and juvenile detention facilities into specialized psychiatric care settings with dedicated peer-support specialists.
Healthcare administrators noted that pediatric emergency departments across Orange County have seen a 45 percent increase in youth psychiatric visits over the past three years, often resulting in prolonged hospital boarding.
The new crisis center will provide rapid 23-hour observation and step-down residential treatment, serving more than 1,200 young residents annually.
Facility renovation will commence in October 2026 at the county's Manchester health campus, with full clinical operations scheduled for autumn 2027.
