USDA Allocates $420 Million to Expand Domestic Clean Fertilizer Production and Precision Ag Tech

WASHINGTON — Agriculture Secretary Tom Vilsack announced on Monday the distribution of $420 million in competitive federal grants through the Fertilizer Production Expansion Program (FPEP) to finance the construction and expansion of twenty-four independent, domestic fertilizer manufacturing and processing plants across fifteen states.

The investment package addresses volatile international supply chain dependencies and high farm input costs by dramatically boosting American production of nitrogen, phosphate, and potash fertilizers derived from domestic natural gas, recycled animal manure, and bio-industrial byproducts.

Lowering Farm Operating Costs and Boosting Agricultural Resilience Global fertilizer supply disruptions over recent years caused severe spikes in agricultural operating overhead, squeezing family farm profit margins and contributing to retail food inflation.

"American farmers feed our nation and the world, but for decades they have been at the mercy of foreign supply cartels for essential crop nutrients," Secretary Tom Vilsack said during an announcement at Iowa State University. "By investing $420 million to expand independent domestic fertilizer manufacturing, we are bringing fertilizer production back home to rural America, lowering costs for family farmers, and creating good-paying manufacturing jobs in agricultural communities."

Major Production Facilities Funded Key awards under the $420 million initiative include:

• Midwest Clean Ammonia Facilities (Iowa & Illinois): $120 million for two green ammonia plants utilizing wind-powered electrolysis to generate zero-carbon nitrogen fertilizer.
• Southern Enhanced Rock Phosphate Processing (Georgia & Florida): $95 million to expand domestic organic phosphate refining.
• Great Plains Waste-to-Nutrient Digesters (Nebraska & Kansas): $85 million to convert livestock manure into concentrated pelletized potassium fertilizer.
• On-Farm Precision Nutrient Sensor Grants: $120 million dedicated to cost-share grants helping 12,000 row-crop farmers install precision variable-rate fertilizer applicators.

National farm bureau federations and agricultural co-op leaders praised the funding, noting that domestic fertilizer production insulates American agricultural producers from geopolitical trade shocks.
