Edmonton City Council Passes Housing Bylaws 21532, 21533, and 21563 for Mixed-Use Urban Infill

EDMONTON, AB — Edmonton City Council formally voted to approve Municipal Bylaws 21532, 21533, and 21563, enacting comprehensive rezoning amendments to accelerate medium-density residential infill and mixed-use commercial construction in Northeast Edmonton.

Unlocking Medium-Density Housing Near LRT Corridors

The approved bylaws rezone 18 hectares of commercial land around the Clareview LRT Transit Centre into a mixed-use urban village with ground-floor grocery retail and 650 multi-family residential apartments. In the Gorman neighborhood, the bylaws authorize medium-scale rowhousing alongside a new 2.5-acre municipal pocket park.

Council members highlighted that integrating medium-density housing directly adjacent to LRT stations provides young families and seniors with walkable, transit-connected neighborhood amenities.

Community Feedback and 9.5-Metre Height Standard

Neighborhood leagues in Northeast Edmonton endorsed the master plan for introducing walkable retail and dedicated parklands.

City planners confirmed that all upcoming builds comply with the newly enacted 9.5-metre RS zone residential height standard.

Construction Milestones

Site grading and utility infrastructure installation in Clareview Town Centre will commence in October 2026.
