Canada and Ontario Invest $50 Million in Clean Hydrogen Electrolyzer Manufacturing Facility in Niagara

THOROLD, ON — Prime Minister Mark Carney and Ontario Premier Doug Ford joined industrial leaders in Niagara to announce a joint $50 million investment from the federal Strategic Innovation Fund and the Ontario Clean Technology Manufacturing Fund to build an advanced hydrogen electrolyzer manufacturing plant.

Manufacturing 500 Megawatts of Clean Hydrogen Equipment Annually

The $140 million commercial facility will manufacture multi-megawatt proton exchange membrane (PEM) electrolyzers capable of utilizing Ontario’s overnight clean nuclear and hydroelectric power to produce green hydrogen for heavy steel manufacturing, commercial transit buses, and regional marine shipping. The plant will create 450 direct clean tech engineering and advanced assembly jobs in the Niagara region while eliminating 350,000 metric tons of industrial carbon emissions annually.

Prime Minister Carney and Premier Ford emphasized that combining federal innovation capital with Ontario's skilled manufacturing workforce cements Canada's leadership in the global clean hydrogen economy.

Industrial Hydrogen Coalition and Labor Trades Support

The Canadian Hydrogen and Fuel Cell Association (CHFCA) praised the investment for establishing domestic supply chain capacity to supply heavy industrial decarbonization projects in Hamilton and Sault Ste. Marie.

Niagara regional building trades unions secured project labor agreements for facility construction.

Facility Commissioning Schedule

Plant foundation construction will begin in November 2026, with commercial electrolyzer shipments commencing in early 2028.
