The updated municipal policy follows recommendations delivered by the Halifax Auditor General, mandating that itemized receipts for all intergovernmental travel, conference meals, and community hospitality expenditures be uploaded to a publicly searchable open-data portal within 30 days of billing. The rules establish strict per diem spending limits and prohibit reimbursement for alcoholic beverages or non-official hospitality.
