QUEBEC CITY, QC — Preparing the provincial power grid for massive industrial electrification and extreme winter storm resilience, Minister of Economy, Innovation and Energy Pierre Fitzgibbon announced a $180 million provincial funding allocation on Monday to accelerate Hydro-Québec’s Substation Digital Modernization and Automated Grid Resilience Program across 50 strategic high-voltage substations.
The capital investment finances the complete digital overhaul of legacy electromechanical relays, replacing aging analog instrumentation with IEC 61850-compliant digital optical bus networks, automated solid-state protection relays, and AI-powered predictive thermal sensor arrays across major transmission junctions in Montreal, Quebec City, the Saguenay, and the Outaouais. The digital automated systems detect ice-loading transmission faults, transformer over-heating, and lightning line trips within milliseconds, automatically re-routing high-voltage power through alternative corridors to prevent cascading regional blackouts during severe winter ice storms.
Hydro-Québec projects that provincial electricity demand will increase by over 10,000 megawatts by 2035 as heavy industries, aluminum smelters, public transit networks, and commercial building heating systems transition off fossil fuels to clean hydroelectricity. Modernizing substation switching architecture increases regional transmission capacity by up to 25% across existing rights-of-way without requiring the construction of costly new high-voltage overhead towers.
The modernized substations also incorporate advanced fiber-optic cybersecurity firewalls developed in collaboration with Quebec research institutions to protect the provincial electrical grid from sophisticated state-sponsored cyber intrusions.
"Hydro-Québec's clean electricity is our province’s greatest economic and ecological asset," Minister Fitzgibbon stated during the announcement in Quebec City. "By investing $180 million to digitize and automate our high-voltage transmission substations, we are creating a smarter, stronger, and more resilient grid that can handle surging industrial demand while protecting Quebec homes from extreme winter storm power failures."
Hydro-Québec executive leadership and electrical engineering associations commended the capital funding, noting that digital substations reduce maintenance downtime by 50% through automated predictive diagnostics.

Hydro-Québec will begin issuing digital optical relay procurement tenders in October 2026. Substation physical retrofits and software integration will proceed in phased tranches from spring 2027 through late 2029.
