BOSTON, MA — The Boston City Council approved a landmark municipal building decarbonization ordinance on Sunday morning, mandating that all future municipal capital construction projects operate on 100% all-electric heating, ventilation, and hot water systems.
The ordinance applies to all newly constructed or substantially renovated city-owned buildings exceeding 10,000 square feet, including public schools, municipal community centers, branch libraries, and emergency fire stations. Under the new building standards, facilities must utilize high-efficiency air-source or ground-source geothermal heat pumps and induction cooking equipment, prohibiting on-site fossil gas or fuel oil combustion.
The municipal policy is projected to eliminate over 4,500 metric tons of building operational carbon emissions annually across the City of Boston's capital portfolio.
"Boston is leading by example in our municipal operations," Mayor Michelle Wu said. "By constructing zero-emission public schools and libraries, we are creating healthier indoor air for our children while demonstrating that clean electric heating is viable and cost-effective."
Boston Public Facilities Department engineers reported that geothermal heat pump installations in recently completed pilot elementary schools reduced annual building energy overhead by 28% compared to conventional gas boiler systems.
Local clean energy contractors commended the city standard, noting that municipal procurement anchors local demand for union heat pump installers and HVAC electrical technicians.
The fossil-fuel prohibition applies to all municipal design contracts initiated after January 1, 2027.
