Phoenix authorized municipal funding to apply solar-reflective pavement coatings across high-heat residential neighborhoods, reducing ambient nighttime surface temperatures by up to 12°F.

PHOENIX, AZ — The Phoenix City Council approved a $14-million expansion of the city's Cool Pavement Program on Sunday afternoon, authorizing the application of specialized solar-reflective asphalt sealants across 120 lane-miles of residential streets in Maryvale, South Phoenix, and Sunnyslope.
The non-toxic water-based asphalt coating reflects solar radiation rather than absorbing and retaining thermal energy like traditional dark asphalt. Extensive field testing conducted by Arizona State University's Urban Climate Research Center demonstrated that treated streets maintain surface temperatures 10°F to 12°F cooler during peak afternoon heat and release significantly less ambient radiation overnight.
The project forms part of the Phoenix Office of Heat Response and Mitigation's multi-layered strategy to reduce urban heat island effects and lower residential cooling energy demand.
"Urban heat is an environmental and public health reality in the Sonoran Desert," Phoenix Mayor Kate Gallego stated. "Expanding our cool pavement program is a proven, cost-effective way to cool our neighborhoods, lower energy bills, and protect vulnerable residents."
Residents in pilot neighborhoods reported improved neighborhood walkability and lower radiant heat in driveways. The cool pavement resurfacing will be paired with municipal shade tree planting along adjacent pedestrian sidewalks.
Public works teams noted that the protective coating also seals underlying asphalt against ultraviolet degradation, extending street surface lifespans by up to five years.
Street coating operations will begin in mid-September during cooler nighttime hours and continue in phases through November 2026.
